[Typo3-dev] Stupid question: How to build an DummyPackage for Dev-Versions

The typo3_conf dir contains:

The database.sql is only a MySQL dump 8.21.
Create your website then use phpMyAdmin to export your database in SQL 
format. Then rename the file to database.sql.
