Hi!
Key is unique for the car model, it is generally useless without a car
(well, also you can open bottles with it). But nothing (in design I mean)
prevents you from using TS in any other product. You can take TS code and
interpret it yourself. Basically, Typo3 is not required to use it. For the
car key, you need that specific car to make any real use of the key.
Same for the XLS files: they are not covered by MS license because they are
data. You cannot install many copies of Excel from one CD but you can freely
use and copy data produced by a legal Excel installation. You can open XLS
files with alternative application (OpenOffice) and use it. It is data.
