[Typo3-dev] FrontendEdit: forceDisplayIcons and admPanel.edit not open

Hi,

there seems to be a slight problem with 
[User-TSConfig:]forceDisplayIcons when the adminPanel is not hidden and 
the edit-section of adminPanel not open.

I found a very small patch for it, which seems correct to me. I would be 
delighted if somebody can have a look at the issue.
