[Typo3-dev] USER_INT and $TSFE->linkVars

This is a serious problem for me. All USER_INTs loose the setting of L, 
which breaks the site. The user will constantly loose the language setting.

I'm using TYPO3 3.7 on Windows, just in case it makes any difference. I 
cannot believe this is normal. So what could be broken?
