[Typo3-dev] how to propose an extension of being part of core installation?

It's a new feature, so why not add it to the bugtracker?

Depending that the addition of the functionality is useful for the core, it
would be great and very easy to add if you organise to get the ok of the
original author plus add a working patch for the core.
