In Ecuador (where I live) the 600 euro is not a problem at all, really

I can get programmers here for as low as 300 euro per month till 500 
euro's per month
and they will be happy programming all day, day in day out...

One other thought is,
We need and try to get people supply more paches to bugtrack ,
they need to be read over by one of the core developers and submitted to 
CVS.
I feel, but don't have any statistics about it that we don't look 
closely enough to
bugtrack and the available patches there. This will also help speeding up
developments. I think there are enough skilled developers on our lists 
that are capable
of supplying quality patches.
