Is there any reason why you keep on ignoring the fact that there is a big
difference between a "plugin" and an "extension"?
I gave the example of press2web which is available as a standalone software
but can be an extension to TYPO3 using a plugin.
The plugin is of course GPLed since it is "derived work" as you already
explained, but the extension itself is definitely not. It could be a
commercial extension too (which it isn't) using the same plugin.
So could you please stop confusing people by claiming TYPO3 extensions were
forced to be GPLed?
They are not. And there are other examples around proving this.

You could even create an extension with two different licenses, where the
user has to buy an additional license to get something like a "Pro" version.
Basic functionality would be available for free just by installing the
extension and the "Pro" version would be restricted until the user bought a
special license key, that would be checked on a registration server each
time the extension is used.

The only thing you would have to respect while creating such a "Pro" version
is, that it would not be allowed to use code "derived from" TYPO3.
