Exactly! - A good example is the press2web extension by Reuven Cohen.
It can be used with or without TYPO3 and therefor uses special licensing
terms.

AFAIK the T3-Extension is available through the TER, while you can download
the stand alone package from the site.
The only thing that would be GPLed is the "connector" from TYPO3 to the
extension (usually FE-plugin or BE-module), since it will be using code
derived from TYPO3.
The extension itself can have any license you like.
