[Typo3-dev] Is it possible to influence a change in the future?

Would it be possible to influence the next release to change the following 
regarding design and compliance to xhtml/css?

File: tslib/class.tslib_fe.php, around lne 255, change code to:
var $defaultBodyTag='<body>';           // Default bodytag, if nothing else 
is set. This can be overridden by applications like TemplaVoila.


I realize this can be changed elsewhere.  It would be nice to come 
out-of-the-box like this.  It's such a small change that could save many 
people a great deal of time you add it all up.

I am currently searching through the code for things such as this and was 
wondering if it's possible to influence/suggest a change if we specify 
exactly what/where/why/how.  Should these type of suggestions be put in the 
bug tracker?

Please don't get me wrong.  This is GREAT software.  I just want to be able 
to give a little something back.  This would be a small contribution.  I 
don't think I have the skills to get too complex at this time.
