[Typo3-dev] Linux to Windows

 That doesn't look like a mysql dump(?)

 Win:   - clean Typo3 installation (dummy package)
        - install required extensions
         (or copy them from your Linux installation)
 Linux: - export db
 Win:   - copy the fileadmin directory from the Linux installation
         (and any other modified files)
        - import db and adjust settings in the install tool
        - ready to go 

 Am I missing something?
