AFAIK HTMLArea (http://dynarch.com/mishoo/htmlarea.epl,
http://www.interactivetools.com/products/htmlarea/) is working on Windows
and Linux with both IE and Mozilla/Firefox.

If you don't like HTMLArea, there are other WYSIWYG-Editors out there, e.g.
FCKeditor (http://www.fckeditor.net/). A very comprehensive list can be
found at http://www.bris.ac.uk/is/projects/cms/ttw/ttw.html
