Yes but than you attend the CeBIT. You have contacts there you have
to work there, etc. pp. I do not think ths a conference *outside*
the CeBIT area will attrackt many people because you will have a drive
from CeBIT to this conference, and back. And usually on a conference
you have some tracks you want to follow which take quite some time.
As well I think hotels are booked and packed during CeBIT so that getting
room for a conference might be difficult. 
Plus I really think that the people having a hotel room are not the people
that would attend a TYPO3 conference. So I see no benefit of having 
a conference in any town next to another conference where the only
things are higher hotel prices, less room, crowded restaurants, ...
