Yepp, sounds like a brilliant idea, if you 
a.) DO not want to get many people
or
b.) Have a Hotel room in Hannover to let
or
c.) Want to save the costs on the conference an throw them
directly into the hotel booking business.

IMHO 10.000.- would be better, just for beeing in the website.
