A friend of mine has developed a micro-payment scheme called "PAYSO".  He
charges a percentage rather than a flat fee, so he gets around the heavy
bite that PayPal takes for small transactions.  Here is a link to his web
site: www.payso.com.  Take a look at his FAQ - I think it might be what you
are looking for.
