If they got payed for the development it should NOT be a problem to give
it away since it has been payed already! And GPL encourages STRONGLY
that people share the code they already developed. So I think it would
be fair to ask people who made such extensions to give them publicly
away - provided that the extensions are mature and generally useful of
course (which cannot always be expected when made for a specific
customer).
