[Typo3-dev] Inserting default data when an extention isinstalled.

I can see this file (ext_tables_static+adt.sql) being used by a couple of
the BE modules (whose data has been loaded), but when I add this file to a
kick-starter generated module no data is imported?!?!  I am prompted during
the install to "Import static data" but I don't see any of the results in my
DB.  I've looked at these other modules but don't see anything set that
would apparently allow this file to load successfully.  Are there any
restrictions/states that have to be set anywhere (i.e. TCA)?  Have I just
not been getting enough sleep?  Am I loosing my mind?
