TYPO3 bug: as it is your choice whether to generate HTML or XHTML, I 
wouldn`t call it a bug but it would surely be a good idea to make 
prefixLocalAnchors more configurable. At the moment it - according to 
TSREF - only possible to insert the same keywords as in the 
xhtml_cleaning option. It should be extended to also allow a user 
defined prefix like with doctype.

If you create XHTML and Firefox creates a gap, then I wouldn`t call this 
a Firefox bug as it isn`t valid code.

If not and the gap is really caused by the name attribute well then it 
could really be a Firefox bug.

a feature request maybe. Would you like to join me in creating a code 
expample so that the core guys just have to decide whether they want to 
insert it or not?
