Not quite, I think the notion behind it is similar, but OWL and
bibliographical standards are definitely not the same.

Web Ontologies work to organise and classify semantic structures of content.
So they do not work like classic indexing, it is rather a top-down approach,
but that does not mean an indexing approach like you suggest is replaced by
it.
I think an integrated strategy on metadata is needed in any case, so let's
see if we can find some common ground.
