[Typo3-dev] Defining rights to access the extension manager...

Hi Martin-Pierre,

It has been discussed before and I think it can be regarded as undisputed
that a far more powerful user administration leading to vastly increased
flexibility in the backend is direly needed.

To fulfill the Dev/Admin/User scenario, this would also be the way to go.

That means everything in the backend can be assigned to any given group or
user.

Alas, it will not be done within the next few months, as only Kasper can do
this at the moment and he has no capacity.
