[Typo3-debian] Debian packages with TYPO3 3.8 available

I've fixed all bugs in the Debian bug tracking system against the 3.7
packages and moved to upstream source version 3.8. They updated packages
are now available from
http://www.oche.de/~leutloff/debian/packages/.
