[Typo3-debian] /var/www/web9/html/typo3conf/localconf.php is not found!

By changing the owner to root it works but why? Permissions are the same 660...

Funny that on web8 it worked with majordom (1000) as the user but 
changing web9 to majordom didn't help. Finally, by changing the whole 
direcotry to root it worked although all the permissions for owner and 
group are the same.

Is the problem to be found somewhere else than localconf.php? What is going on?

Any care to comment?
