[Typo3-debian] Typo3-Setup

Hello,

after a long time waiting I have now more time to work on a little
setup-tool. It will do all the work needed to do to setup a typo3-site.

At the moment it only creates the directories and symlinks.
Currently I working on a configuration file (INI-based) which contains the
most standard values for the sight, then the database setup will follow.
Tonight I will send the debs to michael for putting it into the
archive.

And then please test,test,test.
