[TYPO3-UG Oesterreich] Problem mit htmlarea RTE 1.2.0

Ich sehe gerade, dass ja 1.2.0 die uralte Version ist und die neulich neu 
installiert 1.4.2 offensichtlich nciht aktiv ist, weil: "A "Global" 
extension with this key is also available on the server, but cannot be 
loaded because the "Local" version takes precedence."

Ich habe das Global <> Local noch nie verstanden ... kann mir das jemand 
erläutern und: hat das einen Auswirkung auf mein Problem?
