Folgender Code hat bei mir Funktioniert:

tt_content.image.1.imageLinkWrap {
   bodyTag = <body bgColor=white>
   JSwindow.expand = 0,0
}

Also das 20 weglassen.

Da ich CSS styled content verwende ist das vielleicht so...
Denn in :
typo3/ext/css_styled_content/static/setup.txt

Ist nur die Rede von
tt_content.image.1
und nicht von
tt_content.image.20.1
