[TYPO3-windows] 6.2.11 Installation stuck at step 2

Hi there,
I am trying to install Typo3 version 6.2.11 on a Windows Server 2003 whit MSSQL Server 2008 and PHP 5.4.24.
I got rid of every issue in step1 but when I continue to step2 the site remains blank.
After i reloed, i get the Message 

"The Install Tool is locked.
 Fix: Create a file typo3conf/ENABLE_INSTALL_TOOL
 This file may simply be empty."

When I do that and reload again I get this error message:
