[Typo3-windows] Problem publishin web site

It appears as though you don't have the proper permissions. Talk to your ISP
about getting read and write access for scripts in your webspace.

Hi, I am new and I don't know if I am correcxt: I down loaded the quickstart

site from typo3 web site, I unzip it on a folder in my PC and then I copied

What does it mean ? I have to configure something on files inside the 
quickstart package ? My server inside my provider is a windows server.

P.S. Is there any documentation on how to solve problem to publish your site

? I have seen a lot of document on how to use typo3, but not how to solve 
problem in publishing on service providere...
