Viene prodotto da TYPO3 nel momento in cui crea l'html della pagina che 
devi visualizzare, e contiene il css che serve a css styled content e a 
htmlarea, senza bisogno che tu faccia nulla, almeno questo in teoria.

Se apri l'html del tuo sito dovresti trovare una riga del genere
<link rel="stylesheet" type="text/css" 
href="typo3temp/stylesheet_8192c2092f.css" />

Dovresti quindi controllare se nell'html della pagina e in questo css 
compare la classe che allinea il testo nel centro.
