Alternatively you can also use curl. You can find the configuration in 
Install->All onfiguration. You can fill up some or all of these options:

[curlUse]
[curlProxyServer]
[curlProxyTunnel]
[curlProxyUserPass]

This also helps if you are behind a proxy. Of course, your PHP install 
must have curl support for this.
