[TYPO3-UG Cambodia] TYPO3 Install Tool always locked

Hi Chivy,

I'm not sure about this too, but I suggest you look into the file 
localconf.php if there are any misconfiguration. I'm also inspecting 
this problem with system where I have just made the install tool locked too.
