[TYPO3-UG Cambodia] TYPO3 Install Tool always locked

Dear all,

I could not login into TYPO3 install tool even if I create a file 
"ENABLE_INSTALL_TOOL" in typo3conf directory. This file is deleted when 
it browses to http://domain/typo3/install/index.php, it still shows the 
message "The Install Tool is locked". I also try to created this file in 
TYPO3 Backend in User Setting->Create Install Tool Enable File, but it 
does not work.

Dose someone know, what the problem is? and help me to solve the 
problem. My TYPO3 version is 4.2.14
