It's odd they'd tell you not to upload *any* files as that seems a
contradiction in terms for a hosting site. Is it specific files (like
php.ini or prohibited scripts) which they've told you not to upload?
I ask these questions since you cannot upgrade the Host to 4.1.1 from
3.8.1 without updating the source files.
As well you cannot down-grade from later TYPO3 sources (well not unless
you wish to go to a lot of trouble) so I don't recommend using a local
'testing' version greater than that supported by the 'live' site.
You will need to clarify exactly what your hosting provider means by not
'uploading' *any* files - since any hosting provider that does not allow
file upload would have a difficult time selling web hosting space -
since that's generally why web hosting providers are there. It's the web
developers like ourselves who generally mange all the files that allow
the web designers to do their thing.

You need to use the Database Analysis Tool and use the "Import" feature
there. You can run a compare too, before you do the import just to see
what tables will be updated changed. You will then need to run another
compare with the default database.

Hope this helps.
Remember there's also the TYPO3 Install List which may prove more useful
when dealing with site installations and upgrades.
