[TYPO3-workspace] Force editors to use draft workspace

Hi Bart, 

I think I found the settings. 
On my UserGroup (Editors) I disabled "Edit Live (Online)". 
I added the UserGroup to Owners and Members of the Editors Workspace and marked Publish access "Only workspace owner can publish".

We are working like this so this is possible. Don't know the exact settings from the top of my mind. Can give it a look tomorrow if you like.
