[TYPO3-workspace] Force editors to use draft workspace

Hi list, 

I wan't to force my editors to work on draft workspace and after making changes they should publish to live. 
If I revoke permission to edit live workspace from editors, they can not publish to live. If I give them permission to edit live workspace, they are not forced to use workspaces.
