[TYPO3-workspace] FYI #12415: Respect change #17167: Cache ExtDirect::getAPI calls

Problem:
#17167 has just been committed to Core SVN.

This requires/encourages all calls to the ExtDirect::getAPI to pass an 
additional parameter, as now the response can be cached by browsers.

Solution:
In core, we use TYPO3_version as unique number, to force a reload after 
version update (thus when the API might have changed).

Additional information:
This was committed to trunk (rev. 3914).
