[TYPO3-workspace] FYI24 #12325: Hide icons that don't work in the current context

Problem:
If you have a restricted editor - for example my news editor that can 
edit only the news in the sysfolder - the workspace module shows some 
options that don't make sense for the user. Those should be hidden.

Solution:
viewUrl is hidden if we can't create one (e.g. EXT:linkhandler might 
jump in with the contained hook and create viewUrls for all records), 
editOnPage is hidden if no pageModule is available. Swap is handled in 
#12308.

Additional information:
If nobody objects this will be committed after 24hrs.
