[TYPO3-workspace] RFC #12386: "Publish only content in publish stage" doesn't work anymore

Problem:
If "Publish only content in publish stage" is activated there's no way 
to get poast "Ready to publish"

Solution:
Caused because we use "-10" instead of "10" to indicate that the element 
is ready to publish.

Additional information:
Actually we use Tx_Workspaces_Service_Stages::STAGE_PUBLISH_ID but using 
that outside of version feels wrong atm.
