[TYPO3-workspace] FYI24 #12308: Workspace non-admin not workspace owner sees icon to swap updated version with Live site

Problem:
Swap icon appears for user who is not the workspace owner. When pressed, 
a confirmation dialog appears, and allows agreement to proceed. No 
apparent change takes place as a result, and no visible error message is 
shown.

Solution:
Applied correct checks.

Additional information:
If nobody objects this will be committed after 24hrs.
