[TYPO3-workspace] RFC #12384: Mount points are not taken into account in element-list

Problem:
If nothing is selected in the pagetree (clean UC) the module should show 
all changes from all mountpoints - this doesn't work yet.

Solution:
The attached patch takes all mountpoints into account if no "useful" 
pageId is passed to the relevant method.
