[TYPO3-workspace] RFC #12307: Workspaces non-admin user cannot send to next stage

Problem:
Switching the stage is not possible for normal workspace member, even if 
they're responsible for the stage. Normal workspace member is not 
allowed to send from editing to next stage. Choose action select box had 
wrong stages as options for the normal workspace member.

Solution:
Normal workspace member is now allowed
- to send to next stage if the record is in editing stage, or in a stage 
the user is responsible for
- to send to prev stage if the record is in a stage the user is 
responsible for
- to publish a record directly if the has access to the live workspace 
(and the option "allow publish only for owners" in sys_workspace is 
disabled)

Only rows can be checked if the user has rights for the row. The choose 
action select box also respects the user rights correctly now (as above).

Please test with restricted users.

Attention:
To test these RFC the patch for core trunk is also needed. You find the 
latest core patch here: http://bugs.typo3.org/view.php?id=17150 or in 
core list
