[TYPO3-workspace] FYI24 #11971: Live Tab is linked in Live view

Problem:
In ws module the live tab is linked all the time. Mouse is not cursor 
like with other tabs, but click reloads BE.

Solution:
The attached patch only generates a link for non-actvive workspaces - 
this avoids that the active tab label is clickable.

If nobody objects this will be committed after 24hrs.
