[TYPO3-workspace] FYI48: #13094, Cannot push IRRE records to next stage

Problem:
My IRRE records could not be pushed to the next review stage (i think 
publishing worked)
After debugging, I found the responsible part in 
typo3/sysext/version/class.tx_version_tcemain_commandmap.php when 
getCommonSetStagePropertiesCallback is called. This function only sets 
stageId and comment, but action and notificationAlternativeRecipients 
are missing.

So after resolving the dependancies for the IRRE records, tcemain does 
not know what to do with the records.

Solution:
Patch provided by Andreas Kiessling adds these 2 fields to the 
$commonSetStageProperties

Additional information:

If nobody objects this will be committed after 48hrs.
