[TYPO3-workspace] RFC #12855: Generate preview link visible in Live-Workspace and on non-content pages

Problem:

The "generate workspace preview" link is visible in Live-Workspace and 
on non-content pages and this doesn't make sense in any case.

Solution:
The attached patch move the decision to the service class.
