[TYPO3-workspace] FYI48: #11006: Error when using old-style workspace

Problem:
When you install the TYPO3 version 4.5beta1 you get this error message.

     "It seems that you're stil using old-style workspace. If you 
continue using this module without migrating your workspace you might 
loose data."

The error message should mention what you should do to use the new-style 
workspace.

Solution:
The attached patch adjusts the message and points the user to the 
Install Tool.

     "It seems that you're still using old-style workspace. Please use 
the update scripts in the TYPO3 Install Tool to run the necessary 
updates. If you continue using this module without migrating your 
workspace you might loose data."

Additional information:
Yeah, #10817 was worth the work :)

If nobody objects this will be committed after 48hrs.
