[TYPO3-workspace] FYI48 11600: [All] tab in ws-module should not have action-buttons

Problem:
[All] tab in ws-module should not have action-buttons but atm. it has ;)

Solution:
The attached patch adds a new setting which avoids that the action 
elements show up on the [All] tab.

Additional information:

If nobody objects this will be committed after 48hrs.
