[TYPO3-workspace] RFC 11633: Versioning module should not be available when workspaces is loaded

Problem:
Versioning module should not be available when workspaces is loaded 
because the version/cm1 actually reimplements the workspace 
functionality and (of course) that's not the purpose of ext:version 
anymore. Therefore cm1 should not be used when "workspaces" is installed.

Solution:
The attached patch check if ext:workspaces is loaded before the module 
is registered - the contextmenu's for versions are still available though.
