[TYPO3-workspace] FYI48: 11606 Remove "Send to review / pub" from contextmenu

Problem:
The context-menu still contains a "Send to review / pub" link which 
points to cm1 in ext:version. Thats of course not the desired location 
to work on workspace-stuff. At the same time ext:workspaces doesn't 
support to show a single record within the module yet, therefore the 
context-menu entry should be removed for new.

Solution:
Attached patch comments it out.

Additional information:

If nobody objects this will be committed after 48hrs.
