[TYPO3-workspace] FYI72 11479: Label of publish action is confusing

Problem:
The label within the actions combo shows "Send to stage Publish to LIVE" 
and "Send to stage Send to stage "Editing". This just not right ;)

Solution:
The attached patch modifies the title handling and brings back the clear 
labels.

If nobody objects this will be committed after 72hrs.
