[TYPO3-workspace] FYI: #11131 - Usability: labels improvements

The corresponding patch in the Core list (RFC #16609: Usability: labels 
improvements - Enable frontend preview needs to be changed) has 
generated quite some discussion and the situation is more complex than 
planned. I wonder if the above change should be reverted for beta2 and 
the situation considered again, more globally, for beta3.

What do you think?
