[TYPO3-typo3org] Moving from TER mirrors to CDN

Hi all,

I wrote about changing the mirror concept couple of times, we finally
have to get things rolling (not your fault, but mine).

I have set up a document with my thoughts and some action points:

I see at least the following teams involved:

- - Server Admin
- - TYPO3 CMS AC
- - Security Team

If you also have thoughts on this migration, I'm happy to receive your
comments here or in the document.

I'd like to do the migration soonish. What about Dec 1st as target?
