[TYPO3-typo3org] Announcement: Discontinuing the operation of bugs.typo3.org

Hey Steffen / Server Team!

It's great to see progress. Es especially like the fact, that you are 
not making yourself uncomfortable at the first of january while possibly 
having a party. But MAYBE it's also ok to skip recorvery day and shut 
down a few days later :-)
